Financial Support
The COVID-19 Pandemic has been accompanied by a number of financial support initiatives from all levels of government including but not limited to:
- The Government of Canada is taking immediate, significant and decisive action to help Canadians facing hardship as a result of the COVID-19 outbreak.
- The Province of Ontario has created funding that families can apply for if they have children who are not in school or child care because of coronavirus (COVID-19).
- The Province of Ontario is launching a new web portal, connecting workers with employers looking to fill positions in the agri-food sector. This new online tool will make it easier to match people to essential jobs and training resources throughout the provincial food supply chain.
- The Ontario Federation of Agriculture has compiled key information and resources on government announcements, industry updates, financial services, support programs, mental health etc.
- SCOR EDC, in partnership with regional stakeholders, has created a document with resources for businesses of the south central Ontario region in light of COVID-19
- Municipal Property Assessment Corporation (MPAC). As part of the Ontario Government’s Economic and Fiscal Update on March 25, the Hon. Rod Phillips, Minister of Finance, announced the Province’s decision to postpone the 2020 Assessment Update.
- Elgin County has compiled a list of resources to help to assist with economic recovery and resiliency
- Municipality of Bayham
- On March 19, 2020 the Council of the Corporation of the Municipality of Bayham passed the following resolution effective March 19, 2020:
- THAT notwithstanding By-law No. 2019-025, the Rates & Fees By-law, the Treasurer be authorized and directed to defer the imposition of all new penalties and/or interest on all property tax and water/wastewater utility accounts for non-payment or late payment until April 30, 2020; it being noted that such deferral is being taken in response to the current COVID-19 Coronavirus pandemic.
- On April 27, 2020 the Council of the Corporation of the Municipality of Bayham passed By-law No. 2020-030 implementing the following COVID-19 financial policy:

Tax Levy
- Deferral of application of penalty or interest on current amounts for 90 days from the February 28, 2020 tax due date.
- Excluding penalty and interest applied prior to March 19, 2020
- Deferral of application of penalty or interest on current amounts for 90 days from the May 29, 2020 tax due date.
- Deferral of application of penalty or interest on current amounts for 90 days from the February 28, 2020 tax due date.

Water/Wastewater Consumption Fees
- Deferral of application of penalty or interest on current amounts for 60 days from the March 31, 2020 due date.
- Excluding penalty and interest applied prior to March 19, 2020
- Deferral of application of penalty or interest on current amounts for 60 days from the May 31, 2020 due date.
- Deferral of application of penalty or interest on current amounts for 60 days from the March 31, 2020 due date.
- The above policies do not apply to supplemental tax bills and/or past due amounts. Penalty and interest will be applied to non-current amounts.
