Property Taxes

Property taxes provide the Municipality with the funds required to deliver many different day-to-day services and programs. Your property taxes are determined by multiplying the Current Value or "Assessment" of your property by the annual Tax Rate for the property type or "Property Class".  Tax Bills are generally issued twice each year. Interim Tax Billing

2024 Interim Tax Due Dates: February 29, 2024 & May 31, 2024

The first bill or "Interim Tax Bill" is issued in early February and is based on 50% of the previous year's taxes. Any property value reassessment carried out by MPAC and impacts from budgets for the Municipality, County, and School Boards (provincial) will be reflected on your Final Tax Billing expected in early August. Taxes are due on the noted due dates on your bill regardless of you receiving a bill.

The Final Tax Bills are mailed the first week of August with two due dates.  Taxes are due on the noted due dates on your bill regardless of you receiving a bill. 

Supplemental Tax Billing

If you have just purchased a newly constructed home or made any improvements or additions to your property, you may receive a supplemental tax bill for the increase in assessed value. The Supplemental Bill is in addition to what may have been previously billed on the property, even if the amounts are not yet due. Any amounts not paid by the due dates indicated on the bills will be subject to penalty/interest at a rate of 1.25% per month, on the first day of each month.

Tax Class, Description & School Support Examples:

Assessment: This amount is the current year assessed (market) value placed on your property as determined by the Municipal Property Assessment Corporation (MPAC).  This amount is multiplied by each of the tax rates to calculate the amounts for each of the levels of government: Municipal (Municipality of Bayham), County (County of Elgin) and Education (School Boards).

Tax Rate: The rates that each government entity levy to finance their corporations

Installments Due: Shows due dates and amounts owing for final installments

Summary: The total year’s taxes plus special charges/credits/local improvements, less the Interim billing

Tax Stubs: (One for each installment) to be detached and included with payment.  If you require a receipt, please bring in the entire bill.  The Municipal office keeps these stubs to record your payment

Property Assessments are set by the Municipal Property Assessment Corporation (MPAC). Property owners are encouraged to visit www.mpac.ca to learn more about how their property is assessed. 

If you disagree with MPAC’s assessment of your property’s value and/or classification you can ask MPAC to review the assessment. This is called a Request for Reconsideration. You can make this request by completing the Request for Consideration Form and submit it to the Tax Department.

Utility Bills (Water & Sewer)

Water and Sewer bills are issued bi-monthly. Accounts must be in the name of the property owner and cannot be setup in the name of a tenant. Bayham's water and sewer rates are supported by needs and rate studies which factor in lifecycle infrastructure replacement costs and ensuring that the infrastructure is sustainable. Account Number: The account number to utilize when making payments (Please use this number when making online payments)

Summary: A summary of your Invoice number, Billing date, Due date and Amount due

Service Address: Physical location of the service as well as the meter number and billing period

Reading: Current and Prior readings are shown as well as the consumption used within the billing period

Charges: A breakdown of the charges pertaining to the service address, as well as consumption and cost per cubic meter

Finance Charge: Finance charges applied to unpaid balances and/or user fee services
