What is the Official Plan?
The Official Plan reflects a community vision for future change and development and outlines in a broad manner the land use and development guidelines for Bayham. Generally, the Municipality of Bayham Official Plan guides growth and development within the urban limits of the hamlet areas. The Official Plan is implemented through the Zoning By-law. The latest Official Plan was Adopted by Council on April 2, 2026, and approved by the County of Elgin, with the appeal period now closed. The Official Plan is now in full force and effect as of July 5, 2026.

The County of Elgin is the Approval Authority for Official Plans and Official Plan Amendments. Elgin County is also a commenting agency for local applications such as zoning by-law amendments, consents, minor variances and site plans. (The application process is funded through user fees as set out in County of Elgin By-Law 20-18).
Amendments to the Official Plan
No amendments have been made to the Official Plan since it came into effect. This section will be updated as future amendments are adopted.
Previous Official Plan (2019, Superseded)
The Municipality's previous Official Plan (consolidated April 8, 2024) was replaced by the current Official Plan effective July 5, 2026. For historical reference, the former Official Plan and its Table of Amendments to April 8, 2024 remain available below.

Elgin County Official Plan

Applications to amend the Elgin County Official Plan are made directly to the County. Applicants are advised to consult with the County's Planning Department before submitting an application. Application forms are available through the Elgin County Planning Department.
